The article analyses the system of public administration in Norway, the country with the most developed level of democracy. The authors examine the system of government, the specifics of entry into the civil service and conduct a comparative analysis of the legal framework of the constitutional order between Russia and Norway. On the basis of the studied material the recommendations for positive dynamic development of public administration system in the Russian Federation are offered.
