Annotation:
The essence of the right to freedom of speech in the system of human and civil rights and freedoms is revealed. In the course of the retrospective analysis the normative legal acts in the system of international law covering the definition of the right to freedom of speech are highlighted. In the course of the comparative legal research the peculiarities of the implementation of the right of freedom of speech in Russia and China are considered, the advantages and disadvantages of each legal system in the context of the analyzed type of law are highlighted.
