The article substantiates the need for transitions in ensuring economic growth from the quantitative accumulation of capital and labor to the formation of the ability to more effectively use the accumulated 121 economic resources. The decisive means for this is the use of human capital, which, based on the process of cognition, can progressively increase in the long run. The emergence of a positive economies of scale due to external effects and imperfect competition has been studied.
