By providing preferences in public procurement, the state supports certain categories of participants. Russian legislation on the contract system provides support for small businesses by establishing a mandatory volume of purchases for customers from this category of participants in the amount of 15 % of the total annual volume of purchases. It also establishes a special (preferential) procedure for providing security for the performance of a contract, in the case of purchases that can only be made by small businesses. This article analyzes the implementation of such preferences in practice and identifies existing problems.
