The article describes the goals and objectives of creating tourist and recreational special economic zones, their significance and functions. The main purpose of the study is to study the Russian and foreign experience in organizing tourist and recreational special economic zones on the example of Panama, China, the Philippines, and Kazakhstan. Benefits and preferences for residents of special economic zones of the tourist and recreational cluster of these countries are considered.
